TRCCA NEWS :  The election of Texas Republican County Chairmen's Association Officers

The election of Texas Republican County Chairmen's Association Officers will be held at a Business Meeting of the Association at the Republican State Convention in Houston. The meeting will take place from 6:00 PM to 8:00 PM on Thursday, June 12, 2008 TRCCA Business Meeting be in room 338 on the 3rd floor of the Hilton Americas.

TRCCA Board Meeting
Minutes April 12, 2008

Members in attendance: Hollis Rutledge, Tom Haughey, Linda Rogers, Michael Moore, Skipper Wallace, and Mary-Yoly Moore.
Guests present: Toni Anne Dashiell, TFRW President, Luke Sheffield and Emily Cornell, Victory 2008, Nancy Boston, TFRW Liaison to TRCCA, Borah Van Dormalen, TFRW Past President, Eric Opiela, RPT Executive Director,
Absent – Secretary Jared Woodfill, Parliamentarian Jeff Yates, and Assistant Legal Counsel Javier Guajardo.

1. Call to Order at 1:10 PM by President Hollis V. Rutledge, Jr, a quorum being present.
Prayer led by Tom Haughey. Pledges led by Linda Rogers.
Hollis welcomed Toni and thanked her for joining us. He explained the purpose of TRCCA and the work that Skipper Wallace and the Legislative Committee have been doing. He also explained the training that Ann Peden and Loyce McCarter do for TRCCA for County Chairs (especially new ones) and others. A short discussion of the various types of training given by RPT, Secretary of State and TRCCA, and the effectiveness of each, followed.
Hollis also made the suggestion that the Presidents of the various RPT Auxiliaries should get together at some sort of retreat to ensure there is no duplication of efforts, and that the best work is getting done.
The reps from Victory 2008 explained the work of the group and what could be expected during this election cycle. The problem of campaign materials for John McCain was discussed, as well as the solution that TRCCA came up with during the 2000 and 2004 campaigns.
Victory 2008 reps gave an overview of the Victory 2008 campaign, including their Volunteer Incentive Program, and others. The emphasis is to do what is necessary to get our Republican voters out – otherwise, we may very well lose several down ballot races. There is also an effort to register Hispanics and others to boost the Republican rolls throughout Texas. Hollis suggested a link to victory’s Web Site on TRCCA’s site. A discussion followed of the various strategies that will be necessary to ensure Republican victories.
If County Chairs know of delegates that will not be attending, notify Jenny Sykes at RPT NLT May 5th with the number so RPT can save some of the considerable set up fees for the State Convention.

2. Approval of Minutes of 02/09/08. Linda Rogers moved to approve the minutes as presented, with a second by Michael Moore. Unanimous vote.

3. Financial Report - Michael Moore reported the balances of the CD and Checking Accounts. (See attached report). He also gave an update on the Membership at present and for the coming term. Linda Rogers moved acceptance of the Treasurer’s Report and Membership Report, with a second by Michael Moore. Unanimous vote.

Borah Van Dormalen, former TFRW President and candidate for National Committeewoman, gave a rundown of the relationship of the TFRW and RPT. She also spoke of the growth and success of TFRW in Texas as compared with many of the other states. Borah stated the case for her election as Republican National Committeewoman.

4. Legislative Committee Report by Skipper Wallace. (See attached report). There is a fully functioning Legislative Committee (names in report). Some recommendations have been received regarding Primary Election problems that may need legislative solutions (e.g. DREs and paper trail, FPCAs for Federal).

5. Appointment of Nominating Committee by Hollis Rutledge. Hollis is term limited and cannot run for President again. He expressed his appreciation for the support of all of the officers and friends of TRCCA. He then appointed Nancy Boston (Bell) Chairman, Diane Edmondson (Denton), Skipper Wallace (Lampasas), Frank Morris (Cameron), and Rosemary Edwards (Travis) as members of the Nominating Committee. Nominations should be sent to Nancy Boston at chairman.belltxgop@sbc global.net or nboston@vvm.com, or to her mailing address: PO 173, Temple, TX 76503-0173 by the deadline for receiving nominations, May 30, 2008 (14 days prior to the election). The election will take place at the TRCCA Business Meeting, June 12, 2008 at 6:00 PM, during the State Convention. Michael made a motion to authorize Linda Rogers to negotiate for the Executive Board with available fund raisers, and present a proposal to the Board by telephone conference call by Friday, April 18th, with a second by Linda Rogers. Unanimous vote.

6. Legal Counsel Report by Javier Guajardo. Term limits in By-laws refers to four consecutive terms. Javier has proposal for trust, and will email it to the Executive Board. If approved, it will be presented to the membership at the Business Meeting at the State Convention.

7. Report on Brunch by Tom Haughey. Brunch will be Thursday, June 12, 2008 from 9:30 AM to 11:45 AM, at the Hilton Americas Hotel, Ballroom of the Americas D, E, F. We will be able to seat 850 persons. Cost will be $45 (paid in advance) or $50 (at the door, while space is available). (See attached Brunch Order Form). Arrangements have been made to ensure only ticket holders will get in (a ticket will have to be purchased in order to hear the speakers). TRCCA Officers and several volunteers will need to work the brunch to control entrance. We will have to meet on Wednesday prior to the Brunch to work out the details. Tom read the menu, and gave the cost per person to us ($36.02). Tickets need to be printed, as well as invitations.

Hollis requested a flyer to be made up and sent out to possible sponsors (Levels: $10,000, $5,000, $2,500, $1,000, $500). Mary-Yoly Moore volunteered to do the flyer. We also need to send invitations (five or ten) to each County Chair, with a letter from us, so they can solicit local sponsors.

8. Report on TRCCA Training by Ann Peden. Ann was not present and no report was provided.

9. Other Business. Next meeting was set for May 17, 2008 at 1:00 PM.

10. Adjourn. Michael Moore made a motion to adjourn, with a second by Linda Rogers. Unanimous vote. Meeting adjourned at 5:13 PM.
